EFFICIENT SUPPORT FOR HR-STAFF AND REDUCTION OF COMPLEXITY: THE FALLFÜHRUNGSTOOL BUND
We, in collaboration with the Eidgenössisches Personalamt (EPA), were tasked to develop a modern tool to manage long-term leaves. The Fallführungstool Bund aimed to assist HR staff of the Bundesverwaltung in the BCMC; Correct calculation of vacation reduction and continued payment of wages were key challenges. All relevant data had to be provided in one central location, so that it could be viewed and maintained.
THE CHALLENGES
One core aspect of the challenge was meeting the legal requirements for the complex calculation of pay cuts and its supporting processes. First, a professional concept had to be developed. Requirements had to be analyzed in detail and were matched to the needs of the client and future users. Based on this analysis a technical concept for realization was developed.

OUR APPROACH
With the help of SAP’s Business Object Processing Framework (BOPF) the Fallführungstool Bund was developed while considering the already established system landscape, technical possibilities and efficiency. This allowed us to take various requirements like the standardization of user masks, development specifications and a generic authorization concept into account. The WebDynpro ABAP technology with Floor Plan Manager (FPM) was used to design the user interface, enabling a stringent and comprehensive layout as well as extensive customization. The new application was integrated seamlessly into the existing BIT portal environment.
Existing cases can be searched, or new cases can be created via a search mask. Within a case various information can be displayed and edited. The case data is tightly connected to the personnel master data and time management data. It is easily possible to conduct a pay cut calculation or notate a reintegration measure. In general, tasks at hand are created automatically, but is also possible to manually create and assign tasks. Finished tasks can be closed and will then be noted in the journal. Cases can be exported as a complete set of data in PDF format. Excel files of the wage continuation level can be created, to make abstract calculations visible and transparent for the user. With this file it is possible to comprehend the case status and the calculation of deadlines and other values.

The Bundesamt für Informatik und Telekommunikation (BIT) is one of the internal IKT service provider for the federal administration. IKT assists the federal administration to develop and deploy IT solutions in business, security and user- and citizen-friendliness.
The federal administration aims to keep their employees healthy and to quickly reintegrate employees that are afflicted or are victims of accidents. The Betrieblicher Case Management Bund (BCMB) requirements for managers and HR experts range from informal discussions to intensive care. These requirements include maintaining the ability to work and reintegration to work. Special consideration goes towards the correct implementation of legal specifications regarding the calculation of wage payments and reduction of vacation as well as the assertion of benefits from disability-, accident- and military -insurances.
